Introduction
C3bank respects your privacy and is committed to protecting the personal information entrusted to us.
C3bank Mobile, referred to in this Mobile Privacy Policy as the “App,” is powered by Fiserv and provides customers with access to mobile banking products, features, and services. The App and the websites, systems, and services supporting it are collectively referred to as the “Services.”
Depending on the accounts and Services available to you, the App may allow you to:
- View real-time account balances;
- View transactions and account statements;
- Manage your money and eligible accounts;
- Transfer funds;
- Pay bills and manage billers;
- Deposit checks;
- Receive account, transaction, and security alerts;
- Manage eligible debit and credit cards; and
- Access other banking features made available by C3bank.
This Mobile Privacy Policy describes how C3bank and its service providers collect, access, use, retain, disclose, and protect information in connection with the Services.
This Mobile Privacy Policy supplements other privacy notices C3bank provides, including notices provided pursuant to federal and state financial privacy laws. Those notices may contain additional information concerning C3bank’s collection, use, and disclosure of customer information. If another C3bank privacy notice applies to a particular account, product, or service, that notice also remains applicable.
C3bank provides privacy disclosures through applicable mobile application marketplaces and platforms. Such disclosures may describe categories of information collected, shared, retained, or associated with users or devices, as well as security practices and other privacy-related information required by applicable platform providers.
C3bank endeavors to keep such disclosures accurate and current. If App functionality, service providers, legal requirements, or data practices change, related marketplace disclosures may also be updated.
1. Information We Collect
The information collected depends on the Services you use, the transactions you conduct, the features you enable, and the permissions you grant.
A. Personal Information You Provide
We may collect personal information that you provide directly to us or through the App, including:
- First and last name;
- Mailing or residential address;
- Email address;
- Telephone number;
- Social Security number or other taxpayer identification information;
- Date of birth;
- Username or user identification;
- Password, passcode, security question, or other authentication information;
- Information used to verify your identity;
- Information submitted when enrolling in or using the Services;
- Information included in customer-service or support requests;
- Feedback and correspondence; and
- Other information that you choose to provide.
If you contact us by email, telephone, through the App, or through another support channel, we may collect your contact information and the contents of your communication so that we can respond to your request and maintain appropriate records.
B. Financial and Transaction Information
We collect and process financial and transaction information necessary to provide the Services, including:
- Bank account information;
- Account numbers;
- Routing information;
- Account balances;
- Transaction history;
- Payment history;
- Payment card information;
- Payment card expiration dates;
- Card identification or verification information;
- Bill-payment and biller information;
- Funds-transfer information;
- Deposit information;
- Check images and associated deposit information;
- Card-management requests; and
- Other information associated with your accounts or requested transactions.
C. Information Collected from Third Parties
We may receive information from third parties where necessary to provide the Services, verify identity, process transactions, protect accounts, prevent fraud, or comply with legal requirements.
These third parties may include:
- Fiserv and other technology service providers;
- Identity-verification services;
- Consumer reporting agencies, including credit bureaus;
- Fraud-prevention and cybersecurity providers;
- Payment processors and payment networks;
- Other financial institutions;
- Government agencies;
- Regulatory authorities;
- Law-enforcement agencies, when authorized or required; and
- Other parties involved in an authorized transaction.
D. Device and Technical Information
We and our service providers may automatically collect information about the computer, mobile device, browser, or other technology used to access the Services.
This information may include:
- Device type;
- Device manufacturer and model;
- Operating-system type and version;
- Browser type;
- App version;
- Screen resolution;
- Device memory, disk size, or performance information;
- Internet Protocol address;
- Device or application identifiers;
- Language and regional settings;
- Mobile carrier information;
- Network type and connection information;
- Login dates and times;
- Authentication events;
- Diagnostic information;
- Error and crash information; and
- Other technical information necessary to operate and secure the Services.
E. App Activity and Usage Information
We and our service providers may collect information about your interaction with the Services, including:
- Screens, pages, or features accessed;
- Dates and times of access;
- Duration of App sessions;
- Navigation paths;
- Feature interactions;
- Transaction requests and completion status;
- Access and authentication activity;
- Referring websites or services;
- Error logs;
- Performance data; and
- Other information concerning use of the Services.
F. Location Information
If location services are enabled on your device and permission is granted, C3bank and its service providers may collect or access location information from your device when you use the Services and, where supported by the Services and permitted by your device settings, while the App is running in the background or not actively in use. Location information may be used to support fraud detection, security monitoring, account protection, transaction verification, and other authorized banking functions.
Location information may include an approximate location, such as a city, state, or general geographic area. Certain features may request more precise location information when necessary to provide a location-dependent feature.
Location information may be used to:
- Locate nearby branches or ATMs;
- Support fraud prevention;
- Evaluate potentially unauthorized account activity;
- Protect the security of accounts and transactions; and
- Provide a location-dependent feature requested by you.
If you do not want us to collect location information, you may decline location access when prompted or adjust the location services settings on your device. Certain location-dependent features may become unavailable if location permissions are disabled.
G. Camera and Mobile Deposit Information
If you use mobile deposit or another image-capture feature, the App may request access to your device’s camera.
Camera access may be used to:
- Capture images of checks submitted for mobile deposit;
- Capture documentation requested as part of a customer-initiated service;
- Support identity verification, when applicable; or
- Provide another image-based feature requested by you.
Check images and related information may be transmitted to C3bank and its service providers for deposit processing, recordkeeping, fraud prevention, security, dispute resolution, and legal or regulatory compliance.
H. Biometric Authentication
The App may permit you to use biometric authentication available through your device, such as fingerprint or facial recognition, to access the Services.
Your device controls the biometric authentication process. C3bank does not receive the fingerprint image or facial image stored by your device solely because you enable device-based biometric login. C3bank and its service providers may receive an authentication result or similar confirmation indicating whether the device recognized the user.
Biometric login is optional and may be enabled or disabled through the App or your device settings. You remain responsible for controlling access to your device and for determining which biometric profiles are authorized on it.
I. Notifications
With your permission, the App may send push notifications concerning:
- Account activity;
- Completed or attempted transactions;
- Security events;
- Authentication requests;
- Service availability;
- Card activity;
- Fraud alerts;
- Customer-service communications; and
- Other banking-related information.
Notifications may appear on a locked device screen depending on your device settings. You are responsible for configuring notification previews and device access in a manner appropriate for your privacy preferences.
You may disable push notifications through your device settings. Disabling notifications may prevent you from receiving certain App-based alerts, but it will not necessarily terminate other notices required by law or applicable account agreements.
J. Photos, Files, and Device Storage
The App may request access to photographs, files, or device storage when necessary to complete a feature you initiate, such as uploading a document, submitting supporting information, or processing an image.
Access is limited to the purpose associated with the requested feature, subject to the permissions and controls provided by your device.
K. Cookies and Similar Technologies
The Services and related web pages may use cookies and similar technologies, including:
- Cookies;
- Local storage;
- Software development kits;
- Pixels or web beacons;
- Session technologies; and
- Similar electronic tools.
These technologies may be used to:
- Authenticate users;
- Maintain sessions;
- Remember preferences;
- Protect accounts;
- Prevent fraud;
- Understand use of the Services;
- Diagnose technical issues;
- Evaluate performance; and
- Improve functionality and security.
L. Third-Party Software Development Kits (SDKs) and Mobile Technologies
The App may contain software development kits (SDKs), application programming interfaces (APIs), libraries, hosted components, or similar technologies provided by Fiserv, C3bank, operating system providers, payment processors, fraud-prevention providers, analytics providers, and other authorized service providers.
These technologies may collect or process information necessary to provide, secure, maintain, analyze, and improve the Services, including:
- Device information;
- Authentication information;
- Network information;
- Technical diagnostics;
- Security information;
- Transaction information;
- Performance information;
- Error and crash reporting information; and
- Other information required for App functionality, fraud prevention, customer support, or regulatory compliance.
Such information is processed only for authorized purposes and is subject to applicable contractual, legal, privacy, and security requirements.
2. Device Permissions
The App may request permission to access a device capability only when the capability is needed for an associated feature or other disclosed purpose.
Depending on the functions available and used, permissions may include:
- Camera access;
- Location access;
- Notification access;
- Biometric authentication;
- Access to selected photographs, files, or storage; and
- Other permissions required for a feature initiated by you.
- Limited access to selected photos or files rather than complete device libraries when supported by the operating system;
- Precise or approximate location information where supported by the device operating system; and
- Other permissions required solely to provide features requested or initiated by you.
Permission requests are presented through the App or your device. You may review, grant, deny, or revoke permissions through your device settings.
If you deny or revoke a permission, the related feature may not be available or may not function properly. Denying an optional permission does not prevent you from using unrelated features that do not require that permission.
Where supported by your device operating system, you may choose to grant limited access to photographs, files, media, or location information rather than granting full access. Availability of these controls depends on device and operating system capabilities.
3. How We Use Information
We and our service providers may use information collected through the Services to:
- Provide, operate, maintain, and support the App;
- Enroll users in eligible Services;
- Authenticate identities and manage access;
- Display account balances, transactions, and statements;
- Process deposits, transfers, bill payments, and other transactions;
- Provide card-management features;
- Deliver account, transaction, security, and service notifications;
- Respond to inquiries and provide customer support;
- Verify information and eligibility;
- Detect, investigate, and prevent fraud;
- Detect and prevent unauthorized access;
- Protect customers, accounts, systems, and transactions;
- Monitor system availability, performance, and security;
- Diagnose and correct technical issues;
- Maintain records;
- Resolve errors and disputes;
- Enforce agreements and policies;
- Establish, exercise, or defend legal claims;
- Comply with applicable legal, regulatory, examination, audit, reporting, sanctions, anti-money-laundering, financial-crime, and recordkeeping obligations;
- Improve existing Services;
- Develop new or enhanced features;
- Protect the rights, property, safety, and security of C3bank, its customers, service providers, and others; and
- Fulfill other purposes disclosed when information is collected.
We limit the use of personal and sensitive information to purposes associated with providing and securing the Services, meeting legal obligations, supporting legitimate banking operations, or another purpose disclosed to you.
4. Analytics, Diagnostics, and Service Improvement
We and our service providers may collect technical, diagnostic, usage, and performance information to:
- Monitor App availability and reliability;
- Identify and resolve errors;
- Analyze the operation of features;
- Detect security threats;
- Prevent fraud;
- Improve accessibility and user experience;
- Evaluate system performance; and
- Develop improvements to the Services.
This information may include App version, operating-system information, device characteristics, session information, feature usage, diagnostic logs, error reports, crash reports, network information, and security events.
We seek to limit diagnostic and analytics information to what is reasonably necessary for the applicable operational, security, support, or improvement purpose.
4A. App Tracking and Advertising
C3bank does not use information collected through the App to track users across third-party apps, websites, or services for targeted advertising purposes.
The App is not designed to engage in cross-app tracking for behavioral advertising. If future functionality constitutes tracking under applicable mobile platform requirements, C3bank will provide any required notices and obtain any required permissions before engaging in such activities.
C3bank does not use App-collected information for targeted advertising, cross-context behavioral advertising, advertising profiling, remarketing, or third-party marketing purposes.
Activities related to fraud prevention, security monitoring, authentication, account protection, diagnostics, analytics, regulatory compliance, operational support, customer service, or service improvement are not intended for advertising purposes.
5. Automated Security Monitoring and Fraud Prevention
To protect customers, accounts, transactions, and banking systems, C3bank and its service providers may use automated security, monitoring, and analytical tools.
These tools may be used to:
- Detect unusual or potentially fraudulent activity;
- Prevent unauthorized access;
- Verify identities;
- Evaluate authentication events;
- Identify cybersecurity threats;
- Monitor transaction activity;
- Investigate suspected fraud;
- Prevent financial crimes; and
- Maintain the security and integrity of the Services.
These processes may analyze account activity, transaction behavior, device characteristics, access patterns, network information, location information, authentication events, and other security indicators.
Automated tools support C3bank’s security and fraud-prevention processes. C3bank may review relevant activity, request additional verification, restrict access, delay or decline a transaction, or take other action permitted by applicable law or account agreements.
6. Sensitive Personal Information
Information processed through the Services may include sensitive personal information, such as:
- Financial account information;
- Payment card information;
- Government-issued identification information;
- Social Security numbers;
- Authentication credentials;
- Precise or approximate location information;
- Transaction information; and
- Other information protected by applicable law.
We collect, use, retain, and disclose sensitive personal information only as reasonably necessary to:
- Provide requested banking Services;
- Authenticate users and transactions;
- Maintain account and system security;
- Prevent fraud and financial crime;
- Meet legal and regulatory obligations;
- Protect customers and C3bank; and
- Operate, support, and improve the Services.
7. Creation of De-identified or Aggregated Information
We may create aggregated, anonymized, or de-identified information from personal information.
We may use or disclose this information for lawful purposes, including analytics, security, product development, service improvement, and operational reporting, provided that the information is maintained in a form that cannot reasonably be used to identify you.
We will not attempt to re-identify information maintained as de-identified except where permitted by law, such as to evaluate whether the de-identification process is effective.
8. Disclosure of Personal Information
We may disclose information as described below.
A. Service Providers and Technology Partners
We may disclose information to service providers that support the Services or perform services on our behalf, including providers of:
- Mobile and online banking technology;
- Core banking and transaction processing;
- Card and payment services;
- Mobile check deposit;
- Identity verification and authentication;
- Cybersecurity and fraud prevention;
- Cloud hosting and data storage;
- Customer communications;
- Customer support;
- Analytics, diagnostics, and performance monitoring;
- Legal, audit, risk, and compliance services; and
- Other operational or technical services.
These providers may process information only for authorized purposes associated with the services they provide, subject to applicable contractual and legal requirements.
Information disclosed to service providers is limited to information reasonably necessary to perform contracted services, comply with applicable legal obligations, protect customers, prevent fraud, maintain security, support operation of the Services, conduct authorized analytics, or provide customer support and technical assistance.
B. Transaction Participants
We may disclose information to payment processors, payment networks, billers, recipients, clearing networks, other financial institutions, and other parties when necessary to initiate, complete, investigate, correct, or document a transaction requested or authorized by you.
C. Legal, Regulatory, Compliance, and Security Purposes
We may disclose information when we believe disclosure is necessary or appropriate to:
- Comply with applicable law or regulation;
- Respond to a court order, subpoena, warrant, legal process, or government request;
- Cooperate with regulators, supervisory authorities, examiners, auditors, or law enforcement;
- Detect, prevent, or investigate fraud, money laundering, cybersecurity incidents, or other unlawful activity;
- Enforce agreements or protect legal rights;
- Protect the safety or security of customers, C3bank, service providers, or others; or
- Establish, exercise, or defend legal claims.
D. Corporate Transactions
Subject to applicable law and financial privacy requirements, information may be disclosed as part of a merger, acquisition, reorganization, financing, due-diligence process, transfer of assets, or similar corporate transaction.
E. At Your Direction or with Your Consent
We may disclose information at your direction, with your consent, or when you intentionally use a Service to provide information to another party.
F. Sale of Personal Information
C3bank does not sell personal information collected through the App in exchange for monetary payment.
C3bank does not sell personal information, does not share personal information for cross-context behavioral advertising, and does not permit third parties to use App-collected information for their own advertising or marketing purposes.
C3bank does not authorize service providers to use personal information collected through the App for purposes unrelated to providing contracted services to C3bank except where required or permitted by law.
9. Third-Party Software and Services
The App is powered by Fiserv and may contain software, application programming interfaces, software development kits, hosted components, or other technology supplied by Fiserv or additional service providers.
Those components may process information necessary to provide their contracted functions, such as device information, authentication information, financial information, transaction information, diagnostic information, App activity, or security events.
Service providers are required to handle information in accordance with applicable contractual obligations, legal requirements, and the purposes described in this Mobile Privacy Policy.
The App may contain links to third-party websites, services, applications, or locations that are not operated by Bank or its service providers. When you select a link to another website or service, you leave the App and may become subject to the privacy practices of another organization.
Bank does not control, review, endorse, or assume responsibility for the privacy practices, security practices, content, or policies of third-party websites, services, or applications. The inclusion of a link is provided for convenience only and does not imply endorsement.
We encourage you to review the privacy policy and terms applicable to any third-party website or service before providing information to it.
10. Data Security
C3bank maintains administrative, technical, and physical safeguards designed to protect information against unauthorized access, acquisition, use, alteration, loss, disclosure, or destruction.
These safeguards may include:
- Encryption during transmission;
- Authentication and access controls;
- Multi-factor authentication;
- Security monitoring and logging;
- Fraud-detection controls;
- Vulnerability-management practices;
- Incident-response procedures;
- Vendor risk-management practices;
- Secure development and change-management practices; and
- Employee privacy and information-security training.
No system, transmission method, or storage method can be guaranteed to be completely secure. You are responsible for maintaining the confidentiality of your username, password, passcode, and other access credentials and for protecting devices used to access the Services.
Contact C3bank promptly if you believe your credentials, device, account, or information may have been compromised.
10A. Information Associated With Your Identity
Information collected through the App may be associated with your customer relationship, account information, identity, or device where necessary to:
- Provide banking products and services;
- Process transactions;
- Authenticate users;
- Maintain account security;
- Prevent fraud;
- Provide customer support;
- Comply with legal and regulatory obligations; or
- Maintain operational functionality of the Services.
When reasonably feasible, C3bank may use de-identified, anonymized, or aggregated information for analytics, security monitoring, service improvement, testing, operational reporting, and other lawful purposes.
11. Data Retention
We retain personal information for as long as reasonably necessary to:
- Provide the Services;
- Maintain customer accounts;
- Complete and document transactions;
- Meet contractual and operational requirements;
- Detect and prevent fraud;
- Maintain security;
- Resolve disputes and errors;
- Enforce agreements;
- Respond to legal claims; and
- Comply with banking, financial, accounting, reporting, recordkeeping, and other legal or regulatory obligations.
Retention periods may vary depending on the category of information, the reason it was collected, account status, transaction history, security considerations, and applicable legal requirements.
When information is no longer required, we may securely delete, destroy, anonymize, de-identify, or otherwise dispose of it in accordance with applicable law and established retention practices.
12. Digital Banking Access, Account Closure, and Data Deletion Requests
In accordance with applicable mobile platform requirements, C3bank may provide functionality within the App that allows users to request closure of digital banking access or initiate a request regarding eligible App-related information.
Requests submitted through the App do not automatically result in closure of underlying deposit, loan, card, or other banking relationships. Additional verification may be required before processing any request.
You may request closure of eligible digital banking access or deletion of eligible information associated with your use of the App by contacting C3bank using the information in the Contact Us section below.
You may submit a request by emailing customercare@c3bank.com with the subject line “Mobile App Account and Data Deletion Request.”
To protect your accounts and information, C3bank may need to verify your identity before processing a request.
Closing or deleting digital banking access does not automatically:
- Close a deposit, loan, card, or other financial account;
- Cancel a pending or completed transaction;
- Eliminate an outstanding obligation;
- Override an applicable account agreement; or
- Require deletion of records C3bank is legally or operationally required to retain.
C3bank may retain information where reasonably necessary or required for:
- Legal and regulatory compliance;
- Financial and transaction recordkeeping;
- Fraud prevention;
- Cybersecurity;
- Audit and examination requirements;
- Dispute resolution;
- Enforcement of agreements;
- Protection of legal rights; or
- Establishment, exercise, or defense of legal claims.
Information retained after a request will remain subject to this Mobile Privacy Policy and applicable safeguards. Information that is not subject to a retention requirement will be deleted or de-identified in accordance with applicable processes.
Where supported by the App, users may initiate a request to close digital banking access or request deletion of eligible App-related information directly within the App. Additional identity verification, authentication, or security procedures may be required before processing such requests.
Requests to delete App-related information or digital banking access do not automatically result in closure of underlying deposit, loan, credit card, debit card, treasury management, or other banking relationships, which may be subject to separate agreements, legal obligations, and retention requirements.
12A. App User Privacy Rights and Controls
Subject to applicable law, regulatory obligations, account agreements, and identity-verification requirements, users may be able to:
- Access certain personal information maintained by C3bank;
- Request correction of inaccurate information;
- Request deletion of eligible information;
- Request closure of eligible digital banking access;
- Modify App permissions;
- Disable biometric authentication;
- Disable push notifications;
- Manage camera access;
- Manage photo and storage access;
- Manage location permissions;
- Uninstall the App; and
- Exercise additional rights available under applicable law.
Requests may be subject to identity verification, security controls, legal restrictions, banking regulations, and record-retention requirements.
13. Your Privacy Choices and Controls
Depending on the Services used, your device settings, and applicable law, you may be able to:
- Review and update eligible account information;
- Correct certain inaccurate information;
- Modify notification preferences;
- Enable or disable push notifications;
- Manage location access;
- Manage camera access;
- Manage access to photographs, files, or storage;
- Enable or disable biometric login;
- Review or revoke App permissions;
- Request closure of digital banking access;
- Request deletion of eligible App-related information;
- Ask questions about C3bank’s privacy practices; and
- Exercise other rights available under applicable law.
- Review and manage App-specific permissions through device settings;
- Review operating-system privacy settings applicable to the App;
- Control access to precise location information where supported by the operating system;
- Manage permissions related to photographs, files, media, and storage;
- Review available diagnostic-data sharing controls supported by the device operating system;
- Manage consent preferences where such controls are made available.
Do Not Track Signals
Some browsers and online services may transmit “Do Not Track” signals. Because there currently is no universally accepted standard governing how organizations should respond to such signals, the Services do not currently respond to or alter their practices when such signals are received. If an industry-standard response becomes established in the future, C3bank may revise this practice and update this Mobile Privacy Policy accordingly.
Email and SMS Communications
If you elect to receive promotional emails, marketing communications, or SMS notifications from C3bank, you may opt out of receiving those communications by following the unsubscribe instructions provided in the communication, adjusting applicable account preferences, or contacting C3bank using the information provided in the Contact Us section of this Mobile Privacy Policy.
Certain account-related, transactional, servicing, fraud-prevention, security, compliance, legal, and operational communications may continue to be sent even if you opt out of marketing communications.
If you provide a mobile telephone number through the Services, C3bank or its service providers may send SMS notifications related to account activity, security events, authentication, fraud alerts, or other banking services. You may manage SMS preferences through available account settings or other methods provided by C3bank.
Disabling a permission may affect the availability or operation of the related feature.
Uninstalling the App does not close your C3bank accounts, terminate digital banking enrollment, cancel transactions, or delete information that C3bank or its service providers retain.
14. In-App Disclosures and Consent
When an App feature requires access to sensitive information or a device capability, the App may provide a notice explaining the requested access and its purpose.
Where consent is required, the App will request consent before collecting or using the applicable information. Consent may be requested separately from an operating-system permission when necessary.
You may decline an optional permission or withdraw a previously granted permission through your device settings. If you do so, the associated feature may become unavailable.
C3bank will not use personal information or sensitive personal information collected through the App for a materially different purpose than disclosed at the time of collection without providing any additional notice or obtaining any consent required by applicable law or mobile platform requirements.
Permissions relating to location services, camera access, photographs, files, notifications, biometric authentication, or similar device capabilities may be managed or withdrawn through your device settings at any time. Withdrawal of permissions may affect the availability or functionality of certain Services.
15. Children’s Privacy
The Services are not directed to children under 13, and C3bank does not knowingly collect personal information through the App from children under 13 in a manner inconsistent with applicable law.
If C3bank learns that information from a child under 13 was collected improperly through the App, C3bank will take appropriate steps to address the information.
A financial account established for or benefiting a minor may be subject to separate account terms, authorization requirements, and privacy notices.
The App is intended for use by individuals legally eligible to establish or access banking services. Users under the age required to independently establish banking relationships should use the Services only in accordance with applicable law and any account-authority requirements established by C3bank.
16. Changes to This Mobile Privacy Policy
C3bank may update this Mobile Privacy Policy to reflect changes in:
- The App or Services;
- Data-handling practices;
- Mobile features or permissions;
- Service providers;
- Security practices;
- Legal or regulatory requirements; or
- Other operational matters.
The “Last Updated” date at the beginning of this Mobile Privacy Policy indicates when it was most recently revised.
When required, C3bank may provide additional notice of a material change through the App, C3bank’s website, electronic communication, or another legally permitted method.
Mobile Platform Compliance
C3bank designs and operates the App in a manner intended to comply with applicable mobile platform requirements relating to privacy, security, account management, data disclosures, user permissions, consent, and account deletion functionality.
Mobile platform requirements may change from time to time. C3bank may update the App, associated disclosures, and this Mobile Privacy Policy as necessary to remain aligned with applicable platform requirements, legal obligations, regulatory guidance, and industry best practices.
Accuracy of Marketplace Data Safety Disclosures
